A strong alliance between Board members and staff is critical to a successful operation.   Clear definitions of accountability, responsibility and authority are needed, as well as consistently good communication.   We provide services that help our clients develop the relationships needed to succeed.

Public Bonding

As an active participant in the legislative process, it has become apparent that the passage of Propositions 13, 60, 218 and others have a long-term adverse impact on public finance.  The ability of local government to raise the necessary funds to provide the needs of growing communities has become more difficult, if not impossible, for some service providers.  GMRA has become a leader in solving this complex issue. The GMRA team has experience in sizing, justifying and issuing public debt. The firm’s President, Glenn Reiter, has personally been responsible for streamlining district finances for many clients allowing the issuance of hundreds of millions of dollars in public financing.

Capital Planning and Operations

GMRA’s principals and associates have directly managed water and sewer utilities.  This “hands on” experience has provided great insight to our services as financial advisors for our clients. Mr. Reiter is a registered engineer in the State of California and has worked as a design and construction engineer.  Mr. Reiter understands utility operation, maintenance, and construction.  Based on past experience managing a water and sewer facility with an operating and administrative staff of 100 and a construction crew of 50 persons, he provides in-depth knowledge of the water and sewer utility industry.

GMRA has team members with extensive experience in general and cost accounting as well as financial operational experience.  The team includes former water and sewer district CFO’s and accounting directors.  Eric Hayden has extensive experience as a CPA and as CFO of West Basin and Central Basin Municipal Water Districts , CFO and Assistant General Manager of Otay Water District, and as a consultant to special districts.  Greg Leddy of GMRA served as CFO of the Metropolitan Water District.

Cost accounting review and restructuring is a specialty.

Forward Planning and Modeling

Reliable financial planning is of paramount importance when acquiring and justifying debt and in the day to day management of a public entity.  This planning has become more difficult due to the instability of the current financial environment.  Forecasting has to be done recognizing what is reality today cannot be assumed to be the same tomorrow.  The number of variables that need to be considered to achieve model forecasting accuracy has increased substantially.

GMRA has developed a set of core financial and rate models that specifically address uncertainty and complexity. For example, to ensure accurate input for the day-to-day operation of the models, our model suite makes use of “drop down menus” to provide the user with the opportunity to easily perform interactive “what if” scenarios responding to changing conditions.

By downloading the client’s customer connection database, the platform for future projections starts with “on the ground” reality.  Budget projections from of this base flow to the rate models and then to the financial models.  For clear visual communication, the results are shown graphically as well as in table form.  This type of modeling allows the client the ability to calibrate the model with his own billing register to check model results.  In addition, the client can examine individual accounts to see what the impact will be on specific users and groups of users. 

Kurt Karlsgodt of GMRA has developed a series of models allowing forward planning to be more comprehensive and easier to use.  Utility rate and capital facility fee models have been developed to provide a clear and concise explanation of how the fees are calculated (?) and to ensure that they are incompliance with state statutes and case law.

Resource Management

Water is becoming scare all over California.  Tom Rinn of GMRA served as a water resource engineer for the Metropolitan Water District of Southern California, and has over 35 years in water resource management.  Mr. Rinn’s expertise in this area will provide your project with a knowledgeable water resource specialist.
