Glenn M. Reiter, RCE – President

Glenn Reiter has over 45 years of experience as an engineer and financial consultant to special districts.


Mr. Reiter founded Glenn M. Reiter & Associates in 1981 and also formed Reiter Lowry Consultants in 1989. With a well-earned reputation for solving complex problems for public agencies, he specializes in financial planning, the setting of rates and fees, debt capacity analysis, revenue studies, and financing of capital improvements. Some of his milestones include funding over $800 million in bonds for capital projects and establishing the first parcel charge for the Metropolitan Water District of Southern California service area.


Mr. Reiter has served as General Manager of a water/wastewater agency and has spoken extensively as a faculty member of the Special Districts Institute (SDI). He is a founder of both the SDI and the California Special Districts Association, a charter member of the National Association of Independent Public Finance Advisors (NAIPFA), and a former director on the San Diego County Water Authority Board.


Mr. Reiter also has extensive experience and expertise in guiding the implementation process and gaining community support for public agencies. He has been instrumental in solving problems through legislative action and his interactive models have been used in presentations to rating agencies. Through his many decades of experience, he has developed a keen awareness of the problems that public agencies face in providing a service at a cost that is acceptable to the public.


Mr. Reiter earned a B.S. degree in Civil Engineering from the Technological Institute at Northwestern University and is a registered civil engineer in the State of California (license #15452.)


Kurt E. Karlsgodt – Vice President

Kurt Karlsgodt is a planning specialist and has consulted with clients on dozens of high profile projects for almost three decades. His expertise includes operational management, financial and economic feasibility analysis, and complex real estate-related projects.


Mr. Karlsgodt has helped determine financing options for sewer and water districts including the Castaic Lake Water Agency, Santa Ana Watershed Project Authority, and Jurupa Community Services District. As a partner in StoneCreek Company, Mr. Karlsgodt represented Goodrich Aerospace in a successful a public/private land swap, financial structuring, and land use economic feasibility study on the San Diego Bay. The transaction, which gained international attention, was published as “Optimizing Value of Surplus Corporate Real Estate to Achieve Business and Community Objectives� in the Journal of Corporate Real Estate.


Before StoneCreek, Mr. Karlsgodt was a Senior Manager in the National Real Estate and Hospitality Consulting Group of KPMG, LLP. Prior to KPMG, Mr. Karlsgodt was Chief Financial Officer and Vice President of Financial Services for Starboard Development Corporation, a public/private development company.


Mr. Karlsgodt received his M.B.A. in Finance from the University of Southern California and his B.A. in Economics from Claremont McKenna College. His professional affiliations include membership in CoreNet Global, the Urban Land Institute, and the Building Industry Association. He also is a former chairman of the Corporate Finance Council of San Diego, former treasurer of the San Diego in a Global Economy Series, and former president of the San Diego Railroad Museum.


Robert R. Campbell – Senior Associate

Mr. Campbell is an independent consultant and GRMA Senior Associate. He specializes in water transfers/wheeling, pricing/valuations, cost of service, and rate-setting and socioeconomic mitigation. He deals with public water districts and authorities, irrigation districts, private water agencies, and law and engineering firms.


Mr. Campbell has served as Chief Financial Officer of the San Diego County Water Authority and was Executive Assistant to its General Manager. In those capacities, he was responsible for negotiating pricing and terms for water conservation, transfers, exchanges, and wheeling agreements/contracts.


As Director of Financial Services for Metropolitan Water District of Southern California, Mr. Campbell directed all financial operations including accounting, preparation, and administration of a $400 million annual budget, management of $250 million investment portfolio, short and long-range financial planning, capital financing for $1.5 billion capital improvement program, and development and implementation of revenue and rate-setting policies.


Mr. Campbell earned a B.A. and Masters of Public Administration (Finance) from California State University, Northridge. His professional associations include the Government Finance Officers Association, California Municipal Finance Officers Association, Association of California Water Agencies, and American Water Works Association.


Eric Hayden CPA – Senior Associate

Eric Hayden has extensive experience as Chief Financial Officer for California special districts, a consultant, and a CPA. Since 1996, he has provided financial and management consulting to government agencies, non-profit organizations, and private industry.


Before joining GMRA, Mr. Hayden served as the Chief Financial Officer of West Basin and Central Basin Municipal Water Districts and the CFO and Assistant General Manager of Otay Water District, San Diego, CA. His areas of expertise include installation and monitoring of internal control systems, management of audits complying with GASB, AICPA, and the State Controller, negotiation and financing of multi-million dollar projects at attractive rates through public bond offerings and private placements, and recommendations and reports to district Boards in all areas of financial concerns.


Mr. Hayden earned a B.A. in Accounting from California State University at Los Angeles, became a CPA in 1963, and is a member of AICPA.


Gordon A. Hess – Senior Consultant

Mr. Hess is an independent consultant who works closely with GRMA on various projects and has specific expertise in water resources and policy. He has more than 30 years of public and private sector experience in integrated water resources planning, water supply development and transfers, water rate structures, and the planning, design, and construction of water infrastructure.


Before becoming an independent consultant, Mr. Hess represented Water Authority interests at Metropolitan Water District of Southern California in development and refinement of water rate structure, capital improvement programs, and integrated resources planning documents. He also led and/or participated in various Water Authority processes with member agencies to develop drought management plans, water management plans, and revisions to Water Authority rate structures and charges.


Mr. Hess earned a B.A. in Agricultural Engineering from California Polytechnic State University, San Luis Obispo and is a registered Civil Engineer in the State of California (# PE 33095).


Thomas A. Rinn, RCE – Senior Associate

Tom Rinn spent over 35 years with the Metropolitan Water District of Southern California. As senior engineer, he managed State Water Project financing, cost allocation or repayment, analysis of contract amendments, and budget projection development. He also examined aspects of the State Water Project design, construction, and maintenance.


Since becoming an independent consultant, Mr. Rinn has provided consulting services to the State Water Contractors as an agency and to a number of its contractors. Mr. Rinn also has assisted GMRA in State Water Project billing projections and analysis for water agency clientele for inclusion in water rate and tax revenue development processes.


Mr. Rinn graduated from California State University at Los Angeles with a B.S. in Civil Engineering and has completed graduate work at U.C. Berkeley and the University of Southern California. He is a registered Civil Engineer in the State of California


Bill Jacoby - Senior Associate

Bill Jacoby is an independent consultant and GRMA Senior Associate with specific expertise in water use efficiency and policy. He has nearly 35 years of experience in public administration and 25 years in developing and managing water conservation and water recycling programs on a regional basis.


Before joining GMRA, Mr. Jacoby served as San Diego County Water Authority’s water resources manager responsible for water use efficiency programs including: implementation of a comprehensive $6 million a year water conservation program, advocating for federal and state funding for water conservation and water recycling projects, and developing and advocating for water use efficiency legislation. He also managed the development of the Water Authority’s long-term and shortage water use efficiency planning. Finally, as Director of Public Affairs, he managed public outreach programs and legislative advocacy efforts in both Washington and Sacramento. Prior to joining the Water Authority he worked in a variety of public administration positions for the city of San Diego.


Mr. Jacoby earned a B.S. in history and a M.S. in social studies from Bemidji State University.
