Rate & Charges Analysis
Better analysis leads to better financial planning and success.
GMRA provides some of the industry’s best rate and charges analysis. With our expert insights, you can meet revenue requirements, deliver more cogent presentations to ratings agencies, and ensure compliance with the law.
Customized & Compliant
We develop rates and charges that are uniquely designed for your agency. Moreover, with the passage of legislation such as Proposition 218, the establishment of those rates and charges not only must adhere to community standards, but also must comply with the law.
With these criteria in mind, GMRA’s rates and charges services function as a seamless extension of your staff. For example, we can review proposed rate structures with your attorneys to ensure that the water and sewer rates are in compliance with Proposition 218 and the Proposition 218 Omnibus Implementation Act, which require that all rates and charges be established to reflect the “estimated reasonable cost of service.”
Our unique approach.
Our comprehensive rate setting models incorporate a vast number of variables and conditions. As a result, you get business planning tools that will answer all of your “what if’s” to generate financially optimal scenarios.
Additionally, to make our models incredibly easy-to-use, we integrate a simple yet powerful dashboard that features the “buttons and dials” that are most pertinent to your business. The proprietary GMRA models include:
- Segmentation to clearly distinguish between controllable and custodial funds
- Separation of controllable funds into basic building blocks
- Key operational elements
- Fundamental navigation features
- Buttons (macro driven)
- Dials
- Dashboard graphics over model time line
- Methodology for optimizing mix of choices

Current Water Shortages
In light of the current water shortage and depending on MWD’s anticipated action on a reduction in water supplies in April 2009, we also can develop a Water Rate and Financial model to determine the financial impacts resulting from a cutback in water supplies. This can include rates to meet revenue requirements under the proposed Water Supply Allocation Plans including tiered penalty rates. An alternative in this scenario is to include drought proofing and a water rate structure that provides the Retail Water Rate Conservation Credit.
